It is better to reach Chenomorskoe firstly. You can do it:

By train: you can reach it by train from Yevpatoria (70 km)

By bus: bus starts from Yevpatoria bus station or from Sympheropil (140 km, 3 hours trip).

You can easily reach Yevpatoria or Sympheropil by train. There are frequent trains from Kyiv to these cities. As well there is a state international airport in Sympheropil.
